The 2026 Comprehensive Drill for Emergency Response to Ship Pollution in Dalian Successfully Held
On September 3, the comprehensive emergency response drill for ship pollution in Dalian City in 2026 was successfully held. At the drill site, alarms suddenly sounded over the sea in Dalian New Port area—a tanker simulating a sudden leakage accident while docking to load cargo oil. After the danger report was issued, Dalian Maritime Search and Rescue Center quickly activated the emergency response. Fourteen units, including maritime authorities, ports, and research institutions, urgently assembled, with 9 various vessels, 4 drones, and over 160 emergency personnel rushing to the scene. A "battle" against oil spills at sea immediately commenced.
This is the real scenario of the comprehensive emergency response drill for ship pollution in Dalian City in 2026, themed "Practicing the Code, Promoting Joint Prevention, Protecting Blue Bays." The drill was hosted by Dalian Maritime Search and Rescue Center and organized by Dalian Maritime Safety Administration, Liaoning Port Co., Ltd., and China Ship Fuel Dalian Co., Ltd. It focused on the critical implementation phase of the "Ecological Environment Code of the People's Republic of China," aiming to transform legal provisions into practical emergency response capabilities.

"Land, Sea, Air, and Space" Multi-dimensional Coordination
Intelligent Methods Highlight the Drill
The highlight of this drill was the deep application of digital and intelligent emergency methods, integrating technologies such as satellite remote sensing monitoring, oil spill drift models, air quality monitoring, water quality emergency monitoring vehicles, and unmanned vessels. These technologies enabled cross-regional sharing of technical resources, allowing for large-scale, high-precision dynamic investigations of marine pollution incidents. At the drill site, satellite remote sensing dynamically monitored the pollution situation on the sea surface, oil spill drift models promptly predicted the spread path of oil pollution, and air and water quality monitoring equipment simultaneously collected environmental data. Multi-dimensional analysis provided precise support for on-site command and decision-making.
Deepening Joint Prevention and Control
Weaving a Tight Marine Pollution Protection Network
This drill deepened the implementation of joint prevention and control work deployment across the four major prevention and control areas in Dalian jurisdiction. The prevention and control center in New Port, covering Dalian Bay, Xiaoyao Bay, and the southern sea area, was selected as the drill site. The drill coordinated emergency forces from port and shipping enterprises, maritime colleges, and professional research institutions, exploring the establishment of a collaborative response mechanism across departments, regions, and industries.
A relevant official from Dalian Maritime Safety Administration stated that this drill would serve as an opportunity to summarize and solidify mature experiences, continuously ensure the implementation of the "Ecological Environment Code of the People's Republic of China," integrate and optimize various emergency resources, and improve the regional joint prevention and control system for ship pollution. Efforts will be accelerated to apply intelligent emergency technologies, uphold higher standards to safeguard the baseline of marine ecological safety, and provide solid support for the high-quality development of Dalian City's marine economy.
